The Washington Headquarters Services, Acquisition Directorate, acting for the Department of War, is seeking a sole-source cooperative agreement with the University of Hawaii to continue the Pacific Disaster Center (PDC) program. The program serves as a global leader in risk intelligence, hazard monitoring, and advanced analytics, utilizing DisasterAWARE technology and its customized version, Risk Assessment and Planning Integration for Defense Support (RAPIDS). These AI-driven capabilities are designed to support humanitarian assistance and disaster response, defense support of civil authorities, and overall mission assurance and resilience. The anticipated period of performance is five years, running from December 16, 2026, to December 15, 2031. The University of Hawaii is the only eligible applicant and must maintain active registration in the System for Award Management (SAM) and provide a valid Unique Entity Identifier (UEI). Applications are submitted via grants.gov and are evaluated based on technical and program reviews, budget and risk assessments, and a review of the applicant's integrity and performance via FAPIIS. The agreement is subject to various federal regulations, including 2 CFR Parts 200 and 1100, and requires compliance with environmental and health and safety standards such as the Clean Air Act and the Lead-Based Paint Poisoning Prevention Act. Key requirements include the disclosure of conflicts of interest, adherence to non-discrimination policies, and restrictions on the use of specific foreign telecommunications and surveillance equipment.
