Packaged Substation

Public Utility District No. 1 of Lewis County is soliciting bids for a packaged substation including all associated equipment and delivery as specified in Exhibit C, with the project scoped for Phase 1 only and requiring the entire system to fit within a 294'x144' fence while complying with NESC code and referencing design standards JH-E-100 and JH-C-101 to 110. The substation must include transmission and distribution equipment such as circuit breakers, potential transformers, disconnect switches, bus conductors, insulators, ground grid, conduit, control enclosure, and foundation designs for all steel structures. All equipment must be packaged to prevent damage, labeled with the purchase order number on every document and container, accompanied by packing lists and MSDS for hazardous materials, and shipped F.O.B. destination with risk of loss transferring upon district acceptance. Bids must be submitted by August 4, 2026, in sealed physical form to 321 N.W. Pacific Avenue, Chehalis, WA, via the procurement system, with electronic submissions allowed only through the portal and no faxes, emails, or informal quotes accepted. The solicitation requires submission of the vendor bid form, detailed bid data spreadsheet, and optional alternates on separate sheets. For bids totaling $120,000 or more, a bid guarantee of five percent of the bid amount is required, and awardees must furnish a ten percent performance bond within ten business days, acceptable as certified check, cashier’s check, irrevocable letter of credit, performance bond, or savings account assignment issued by a Washington-admitted insurer with a Best’s Rating of A-, Class VII or better.
