The Department of Veterans Affairs National Acquisition Center has issued a non-competitive, Firm Fixed Price Delivery Order to Change Healthcare Technologies, LLC under DLA contract SPE2D1-18-D-0006. This action, identified by solicitation number 36L79726F0016, is for the critical upgrade of the Enterprise Imaging PACS from version 14.1 on Windows Server 2016 to version 14.2.2 on Windows Server 2022. The project encompasses multiple VA Medical Centers, including Iron Mountain, Chicago, Hines, Milwaukee, Danville, North Chicago, Tomah, and Madison, with a total estimated contract value of 1,539,352.13 dollars. The award was made on a sole-source basis pursuant to FAR 16.507-6(b)(2) because Change Healthcare Technologies, LLC is the only provider capable of meeting the requirements due to proprietary software ownership, FDA clearance mandates, and specialized technical training. The scope of work includes the deployment of HPE and Dell hardware, SQL Server 2022 licenses, PS360 data and interface migration, and remote implementation services. Inspection and acceptance will occur at the destination facilities, with final certification conducted by the Government to ensure compliance with VHA Directive 1104 and DICOM imaging standards.
