A laborshed study is a workforce analysis tool used by economic development organizations, workforce agencies, employers, and site selectors to better understand workforce availability, commuting patterns, labor characteristics, and employment trends within a defined geographic region. Laborshed studies are considered supply-side, labor availability studies that provide community leaders, economic developers, existing employers, and prospective employers with detailed information regarding the characteristics of the local and regional workforce. These studies assist organizations in evaluating labor market conditions and workforce capacity to support economic development, business recruitment, expansion opportunities, and strategic workforce planning. A Laborshed is defined as the geographic area or region from which an employment center draws its commuting workforce, regardless of political or jurisdictional boundaries. Laborshed analyses identify where workers live, the distances and commute times they are willing to travel, and the availability of labor within the region. Laborshed studies typically examine workforce-related factors including, but not limited to: • Residential locations and commuting patterns of workers; • Distance and travel time individuals are willing to commute for employment; • Current occupations and industries of employed individuals; • Wage expectations and desired compensation levels; • Education levels, certifications, and workforce skills; • Underemployment and workforce utilization; • Desired employee benefits and workplace preferences; • Availability of workers likely to change or accept employment; • Workforce participation trends; • Job search methods and recruiting resources utilized by workers; • Desired occupations, hours worked, and employment preferences. If the Proposal was submitted before the amendment, all information will be saved. The Respondent only needs to read and acknowledge the amendment. Instructions for Amendments: Answer the newly posted question in the Questions Section, and CERTIFY and SUBMIT your proposal again (if previously submitted). Contract Term The Contract shall have an initial term of one (1) year, beginning on the date of contract execution (the “Effective Date”). At the end of the Contract’s initial term, the State shall have the option, in its sole discretion, to renew the Contract on the same terms and conditions for up to a total of five (5) additional one-year terms.
