The Madison Metropolitan Sewerage District (District) is seeking proposals from qualified consulting firms to develop a repeatable, defensible survey question set and accompanying methodology recommendations to measure public sentiment and trust in the District. This engagement will produce the research instrument and delivery guidance the District will use to competitively procure a survey vendor for administration in 2027, and again on a recurring two-year cadence thereafter.The scope of services and requested deliverables are outlined below.Proposals will be accepted until 4:00 p.m. CT on Friday, October 9, 2026, via email to rfp@madsewer.org.
