The City of Atlanta, through its Department of Parks and Recreation, is initiating a two-phase procurement process to secure qualified vendors for comprehensive glass repair, replacement, installation, and tinting services across its fleet of vehicles and equipment, including emergency, heavy-duty, and specialty units. This process begins with a prequalification phase to evaluate vendor experience, technical qualifications, and key personnel credentials, followed by an Invitation for Bid (IFB) to select one or more contractors based on overall best value, balancing non-price factors like qualifications, responsiveness, service capabilities, and references against pricing. The selected vendor must provide OEM-compliant services for Atlanta Police Department vehicles, while aftermarket glass is permitted for other departments only if it meets or exceeds OEM standards. All work must comply with manufacturer specifications, Georgia state tinting laws, OSHA, DOT, and EPA regulations, with strict timelines requiring emergency repairs to be completed within 48 to 72 hours and non-emergency repairs within 3 to 5 business days. Vendors must maintain a 95% on-time completion rate, employ at least two certified technicians with five or more years of experience and two with two or more years, and hold acceptable certifications from AGSC/NGA, I-CAR, or manufacturer programs. Mobile and on-site service is mandatory during normal business hours and must include after-hours, weekend, and holiday emergency support as needed. The contract requires detailed documentation for all services, including itemized labor hours and rates, part numbers, VINs or equipment IDs, warranty and leak testing records, and before-and-after photographs. Subcontracting is prohibited without prior written approval, and all waste materials must be disposed of in accordance with environmental regulations at the vendor’s expense. A one-year warranty covers all labor, materials, tinting, and resealing, with warranty claims requiring acknowledgment within 24 hours and completion within 72 to 96 hours depending on urgency. Darker window tinting is permitted only with written authorization from the City. All deliveries and performance occur at City-operated locations, primarily coordinated through the Office of Fleet Services across multiple sites in Atlanta, Georgia.
