The National Geospatial Intelligence Agency (NGA) intends to issue a sole source contract modification to ECS FEDERAL, LLC. (ECS), 2750 Prosperity Avenue, Suite 600, Fairfax, VA 22031, to extend performance of integration services in support of NGA Artificial Intelligence/Machine Learning (AI/ML) model development, integration, and operational deployment. The anticipated period of performance, of the contract modification to extend support of contract HM047625C0029, consists of a base period of 12-months, plus, two (2), 6-month option periods, for a total extension of up to 24-months. The proposed contract modification to extend support will provide continued AI/ML integration services to NGA and allow sufficient time to complete the competitive procurement process and transition to NGA’s follow-on effort titled GRAND CANYON.



ECS is the incumbent contractor providing AI/ML integration services to NGA under contract number HM047625C0029, known as CANYONLANDS. The continuation of this contract supports NGA’s Program Executive Office for Advanced Analytics’ (PEO-AA) efforts to lead the Agency’s development and integration of responsible, ethical AI/ML capabilities into the National System for Geospatial-Intelligence (NSG). The contractor will continue to provide the following contract objective(s) supporting NGA: Agile Program Management; Data Acquisition and Processing; Data Management, Analysis, and Labeling; Enterprise Platforms; AI/ML Model Training; Model Validation and Integration; Continuous Integration / Continuous Delivery (CI/CD); and Field Support Operations (FSO). Continued operational and developmental support by ECS is critical to ongoing global operations. Failure to issue this sole source contract modification to extend the contract period of performance will result in a break in operational support services. It is in the best interest of the Government to proceed with this sole source extension via a contract modification. More information can be made available upon request to the Government.



The statutory authority of this proposed procurement is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Pursuant to FAR 6.103-1(c)(2), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition; or unacceptable delays in fulfilling the agency’s requirements.



THIS PRESOLICITATION NOTICE OF INTENT TO SOLE SOURCE IS IN ACCORDANCE WITH FAR 5.1 AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible sources may identify their interest and capabilities in this requirement. A determination by the Government not to compete this action based on responses to this notice is solely within the discretion of the Government. The Government will not be responsible for costs incurred by interested parties in responding to this notice.
