Naval Air Systems Command PMA-273, in collaboration with the Chief of Naval Air Training, is seeking contractor support through a sources-sought announcement to develop, integrate, modernize, deploy, and sustain data-driven readiness tools critical to enhancing training efficiency, resource allocation, and operational decision-making across Navy aviation training and fleet replacement squadrons. The contractor will provide comprehensive technical, programmatic, and security support for key systems operating on the Lone Star TruNavigator® MAX platform, including PULSE, LEADS, the CNATRA Enterprise Model, Property Management, and Manning Model modules, along with the underlying infrastructure. This effort requires expertise in software development, system integration, cybersecurity, training delivery, testing, deployment, and sustainment, with all work bound by stringent compliance with DoD and Navy standards such as NIST SP 800-171, CMMC Level 2, DoDI 8500.01, and FIPS, necessitating adherence to cybersecurity controls, CUI handling procedures, and incident response protocols. The contract will be executed as an Indefinite Delivery/Indefinite Quantity vehicle with Firm Fixed Price Task Orders, and performance will be centered in St. James, Maryland, with potential remote and on-site execution at Navy facilities. Contractors must manage Government Furnished Property under FAR 52.245-1 and DFARS 252.245-7005, appoint a designated Facility Security Officer, and ensure all personnel have appropriate security clearances and training. Key deliverables include Monthly Status Reports, License Management Reports, System Architecture Diagrams, Test Results Reports, Security Assessment Reports, and User Training Materials, all submitted via the Acquisition Management System. The Cybersecurity Implementation Plan must be delivered in digitally signed PDF format.
