DHS FAR Class Deviation (Number 25-20) for FAR Part 8 in response to the Revolutionary FAR Overhaul (RFO) instructs the DHS acquisition workforce to follow the RFO Part 8. USCIS conducted market research and consistent with our market research, and pursuant to RFO 8.401 and GSAM 538.7103-3, will issue the PLANXS II RFQ to as many FSS contractors as practicable to reasonably ensure that quotes will be received from at least three contractors capable of meeting the Government's needs.**

USCIS requires contractor support for the Data and Business Intelligence Support Services (DBIS III), for professional IT services to support design, architecture, configuration, development, and maintenance of a centralized enterprise data warehouse and standard reporting interfaces through Enterprise Citizenship and Immigration Services Centralized Operational Repository (eCISCOR), SAS, and SMART implementations, i.e., USCIS Data Warehouse/Business Intelligence (DW/BI) solution. This task order will be the primary vehicle to obtain professional IT architectural, systems development, and systems support services to continue the transformation of data from the USCIS transactional systems into a state-of-the-art enterprise data warehouse and associated operational and Business Intelligence (BI) reporting capabilities. The development scope of the program involves transforming agency-wide analytical capabilities and enhancing the agency's ability to use its large data pool for decision-making and operational improvement; any USCIS, DHS, or external federal agency system can become a source of data for DBIS, if dictated by the mission. This supports the Standard Tool CPIC program.
