Predictor Remediation Exam

This is a Sources Sought Notice announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Any requests for a solicitation in response to this notice will not be honored. The Medical Acquisition Support Office – Alpha, Fort Sam Houston, TX, has an upcoming requirement to solicit for and award a contract to implement standardized predictor/remediation examinations for the US Army Medical Center of Excellence (MEDCoE).

Place of performance includes:

• • Practical Nurse Course Phase Two Madigan Army Medical Center.
  • Practical Nurse Course Phase Two Eisenhower Army Medical Center.
• • Practical Nurse Course Phase Two William Beaumont Army Medical Center.
• • Practical Nurse Course Phase Two Brooke Army Military Medical Center.

• • Practical Nurse Course Phase Two Walter Reed National Military Medical Center (currently not used. Will be activated as needed).

The contractor shall make the ‘fundamental/foundation’ exam available to students upon completion of the junior phase according to the curriculum available each year and the ‘comprehensive/exit’ practical exams shall be available once students complete the senior phase. The fundamental/foundation exam will evaluate the student’s learning thus far in the subject matter tested, predict the student’s success for the NCLEX-PN, and offer remediation/study material based on the student’s weak areas. The comprehensive/exit exam evaluates the student’s learning based on the entire Practical Nurse Program curriculum and chances for success on the NCLEX-PN offer remediation/study material based on the student’s weak areas.

The contractor shall provide all labor, materials and supplies necessary to provide the following services:

• • Provide on-line services to 500 students for the ‘fundamental/foundation’ exam and 500 students for the ‘comprehensive / exit’ practical exam. Both examinations will have Phase 2 faculty oversight.
• • Provide questions with evidence-based reliability and validity.
• • Predict NCLEX-PN success with a better than 95% reliability.
• • Provide questions based on current NCLEX-PN testing format.
• • Provide immediate online reports that are available to faculty and students independently.
• • Compare exam scores of individual Phase 2 sites to national averages and to each of the other Phase 2 sites.
  • Provide immediate remediation data for each student targeting missed individual questions with rational and references for correct answers.
  • Allow printing of remediation data to be used in the development of student specific NCLEX-PN preparation.
  • Provide comparison data based on phase 2 sites and exam performance.

  • Provide specialty examinations targeting critical thinking skills in preparation for new NCLEX focus.

  • Provide unlimited portal/ dashboard access for faculty staff members.
  • Provide structured remediation and tracking for each student, including individualized remediation assignments, documentation of completion, and faculty‑accessible reports showing student progress and time spent in remediation activities.
  • Provide extensive practice question banks aligned to the current NCLEX‑PN Test Plan,including rationales, references, and performance analytics accessible to both students and faculty.

This request is anticipated to result in a Firm Fixed-Priced contract. The type of solicitation to issue will be based upon the responses to this synopsis. Contact with Government Personnel, other than the Contract Specialist identified at the bottom of this notice, by any potential offeror, or their employees’, regarding this requirement is strictly prohibited.  

The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB), as well as the interest, capabilities and qualifications of various members of the Large Business community, to compete and perform a Firm Fixed Price Contract for the required services. The type of solicitation to issue will depend upon the responses to this sources sought notice. The Government must ensure there is adequate competition among the potential pool of responsive contractors.

The North American Classification System (NAICS) code for this requirement is 513210 – “Software Publishers.” The Small Business Size Standard is $47M.                                                                                                                             

Responses to this Sources Sought Notice should demonstrate the firm’s ability, capability, and responsibility to provide the services listed within this notice. In response to this notice, interested parties shall submit a written Statement of Capability limited up to 5 pages and shall include the following information:

• Offeror’s name, address, point of contact, phone number, and e-mail address.

• Offeror’s interest in providing a proposal/quote on the solicitation when it is issued.

• Offeror’s capability to provide the services being requested.

For reference the proposed offeror must be able to provide the following service: implement standardized predictor/remediation examinations.

Documentation must be presented in sufficient detail for the Government to determine that your company possesses the necessary means to compete for this acquisition.

Offeror’s type of small business and Business Size (Whether 8(a), HUB Zone, Women-Owned Small Business, Service Disabled Veteran Owned Small Business, etc.), or Large Business Status, should be documented in the Statement of Capability.

No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.  No subcontracting opportunity is anticipated. A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government.
