PRICE TERM AGREEMENT FOR BACKFLOW PREVENTER TESTING AND REPAIRS FOR THE DEPARTMENT OF PUBLIC WORKS, COUNTY OF HAWAI’I

The County of Hawai'i Department of Public Works is soliciting bids for a price term agreement to provide backflow preventer testing and repairs across various county facilities, including fire stations, police stations, and baseyards. The contract consists of a one-year base period starting October 1, 2026, with four optional one-year extensions. The scope of work includes annual testing of all assemblies listed in the equipment inventory, as well as the repair, replacement, and installation of new units using new, unused materials. All work must comply with AWWA standards, the County of Hawaii Plumbing Code, and Department of Water Supply requirements. The contract will be awarded to the lowest responsible and responsive bidder. Qualified bidders must hold a State of Hawaii Specialty C-37 Plumbing license and a valid Backflow Prevention Assembly Tester certification. Additionally, the successful contractor must employ a Certified General Tester recognized by the Hawaii County Department of Water Supply. Bids are due by September 28, 2026, at 2:00 pm HST and must be submitted via the OpenGov Procurement System. Required documentation includes tax clearance certificates, proof of vendor compliance, and commercial general liability insurance with a minimum limit of 1,000,000 dollars per occurrence.
