Prime Consultant Team

The Kin Club of Russell is soliciting proposals for a Prime Consultant Team to provide multidisciplinary architectural and engineering services for the planning, design, tender documentation, and construction administration of a new pre-engineered steel community storage building. The project, located in the Township of Russell, Ontario, involves a facility approximately 45 ft by 60 ft with a total projected budget of approximately 700,000 CDN, which encompasses all design and construction costs. The successful firm must provide a complete design team including architectural, structural, mechanical, and electrical expertise to deliver a permit-ready design that complies with the National Building Code of Canada, Ontario Building Code, and other relevant provincial and national standards. The project follows a milestone-based schedule, with the design expected to be completed by December 2026 and substantial completion of construction targeted for September 2027, though Addendum No. 01 notes a one-month delay for future milestones. Proponents must submit a lump sum fixed fee proposal by October 23, 2026. The selection process is based on weighted criteria, and the owner reserves the right to award the contract to a submission other than the lowest priced. The successful consultant will be required to enter into a professional CCDC services agreement and adhere to strict confidentiality and conflict of interest requirements. Supporting documentation for the project includes a Phase II Environmental Site Assessment confirming compliance with MECP Table 2 Standards and a professional land survey of the site.
