Request for Whitepapers: AEDC Velocity Alliance - A Multi-Billion Dollar OTA Consortium Opportunity
Solicitation # FA9101-26-9-Velocity_Alliance
The AEDC Velocity Alliance is a strategic consortium established by the Department of the Air Force, through the Air Force Test Center and Arnold Engineering Development Complex, to accelerate the modernization, restoration, and sustainment of critical national test infrastructure. Operating under the authority of 10 U.S.C. 4022 and 10 U.S.C. 2808a, this initiative utilizes Other Transaction Agreements (OTAs) rather than standard FAR-based contracts to provide an agile procurement vehicle for a multi-billion dollar portfolio of complex engineering and construction projects through Fiscal Year 2032. The scope of work encompasses general and industrial construction, electrical and process systems, fire suppression, and specialized engineering services, including support for solid rocket motors and components. Membership in the alliance is determined via a pass/fail evaluation of whitepapers, which must demonstrate mandatory JCP and CMMC cybersecurity compliance, technical competency in representative projects from the last five years, acceptance of the government's intellectual property framework, and the ability to partner with non-traditional defense contractors, small businesses, or nonprofit research institutions. Once onboarded, all projects will be competed exclusively among alliance members, with most awards anticipated to be based on best value. The consortium activation date is July 1, 2026, with the request for whitepapers remaining active until September 30, 2032. Deliverables are primarily performed at Arnold Air Force Base, Tennessee, and are subject to formal government acceptance based on predefined prototype definitions.

Request for Whitepaper - AEDC Facility Digital Twins and Predictive Analytics
Solicitation # FA910126RWP-DigitalTwins
The Department of the Air Force is seeking innovative solutions through a Request for Whitepapers to establish an Other Transaction Agreement under 10 U.S.C. Section 4022. The objective is to modernize facility documentation for the Arnold Engineering Development Complex (AEDC) by creating high-fidelity, as-built 3D digital twins and predictive analytics. The project is structured in phases, beginning in Fiscal Year 2027 with a base phase focused on the Von Karman Gas Dynamics Facility, covering approximately 260,000 square feet of footprint. Future phases intend to scale this methodology to over 2.5 million square feet across various other facilities within the complex. Technical requirements specify that 3D models must meet a minimum Level of Detail of LOD 350, with LOD 400 preferred for primary connection points, and maintain a dimensional accuracy of +/- 1/4 inch. Deliverables include architectural and structural models in Autodesk Revit, intelligent process models in Autodesk Plant 3D, and registered point clouds in Autodesk ReCap and ASTM E57 formats. All work, including scanning and data processing, must be performed within the continental United States. Due to the sensitive nature of the data, the performer must comply with NIST SP 800-171 and CMMC requirements, treating all project data as Controlled Unclassified Information. The government will evaluate submissions based on technical merit, innovation, program management, and risk mitigation. Eligible participants must be small businesses or nontraditional defense contractors. Pricing for the base phase must be structured as firm-fixed-price milestones, while subsequent phases may be provided as priced options or rough order of magnitude estimates. Submissions must be delivered as a PDF whitepaper not exceeding 20 pages, accompanied by a cost proposal and statutory compliance certifications.
