Professional Services, Annual Bridge, Pier and Culvert Inspections

The City of Newport News, Virginia, is seeking qualified consultants to perform annual structural inspections of bridges, piers, and culverts within its jurisdiction, ensuring compliance with Federal Highway Administration and Virginia Department of Transportation regulations. Services must adhere to the National Bridge Inspection Standards and include visual inspections, detailed reporting in Word and PDF formats incorporating all VDOT-required forms and Structure Inventory and Appraisal sheets, monthly coordination meetings with Engineering and Public Works using PowerPoint presentations and Excel spreadsheets, and implementation of traffic control plans for each inspection. Supplemental engineering services such as load capacity analyses, geotechnical and underwater investigations, bathymetric surveys, CSX coordination, and repair design are also required as needed. The contract, identified as a Request for Proposals with solicitation number 26-3921-6256 and NAICS code 541350, has an initial one-year term with an option for three additional one-year renewals at the City’s discretion. Proposals are due by June 26, 2026, and must be submitted electronically through the OpenGov Procurement portal, including a comprehensive technical proposal detailing company profile, understanding of requirements, technical approach, key personnel qualifications, subcontractor roles, and relevant experience. Evaluation will focus on demonstrated capabilities, understanding of the work, key personnel expertise, and proposal completeness, with the award based on best value. All contractors must maintain insurance with A.M. Contractors must be registered to do business in Virginia, provide EIN and SCC information, certify their SWaM or DBE status if applicable, and ensure non-discrimination in employment. Invoicing must be submitted via the City’s Projectmates system with full breakdowns of hours and services, and payment is net 30 days. The contractor is an independent entity, not considered a City employee, is responsible for indemnification against negligence or errors, and is subject to audit rights on financial and time records.
