Program Analysis and Administrative Support Services

The contract is for Program Analysis and Administrative Support Services to the COMNAVSURFPAC Inspector General’s Office at Naval Base Coronado, California, under a Firm Fixed Price (FFP) Task Order reserved exclusively for 8(a) Small Business contractors certified by the SBA. The base period runs from June 9, 2026, to June 8, 2027, with one option year extending through June 8, 2028, and the Government retaining discretion to exercise up to four additional one-year option periods. Proposals must be submitted by May 18, 2026, and will be evaluated using a Best-Value Tradeoff process, where technical merit outweighs cost, and there is no Lowest Price Technically Acceptable (LPTA) methodology. Only offerors that already hold active Secret clearances and current NIGHTS system access may be considered, and these credentials must be maintained throughout contract performance. Key personnel, specifically the NIGHTS Manager and Audit Assessment Coordinator, must be identified in the proposal with demonstrated expertise in the NIGHTS database, as no training or learning curve is permitted. The contractor is required to comply with stringent performance standards including zero deviation from established procedures in NIGHTS system management and case file creation, and a 90% accuracy threshold in audit response timelines. A written Quality Control Program must be submitted within five days of award and approved by the Contracting Officer, and failure to meet this or other performance benchmarks may result in termination. All deliverables, including Daily Status Reports, annual Command Evaluation Statements, and electronic records, must be submitted at the specified performance location, with hard copies for certain documents and electronic formats for database entries using government-furnished systems. The contractor is responsible for safeguarding government property and sensitive data, adhering to SECNAVINST 5211 and NISPOM guidelines, marking all contractor-generated materials appropriately, and ensuring physical security of materials at day’s end. Invoicing must be processed through WAWF, and the contractor must track and report all audits conducted by DoD, Navy IG, or Naval Audit Service, maintaining an audit tracking database and ensuring timely follow-up on recommendations. Organizational Conflict of Interest is strictly controlled, requiring all personnel to sign NDAs, with immediate removal from site if PII or sensitive information is compromised.
