Property Redevelopment of former Ella T. Grasso Regional Center

The Town of Stratford has issued Request for Qualifications RFQ 2027-04 to identify development entities for the redevelopment of the former Ella T. Grasso Regional Center. Located at 300 Armory Road, the municipally owned site consists of approximately 23 acres, with roughly 17.8 acres identified as developable. The primary objective is to create at least 100 affordable senior housing units, adhering to deed restrictions that require the property be used for municipal and affordable housing purposes to avoid reversion to the State of Connecticut. The site currently features an administration building, two deteriorating buildings available for rehabilitation or demolition, and an indoor swimming pool operated by Public Works. This procurement is a multi-stage process beginning with the RFQ to shortlist a minimum of four qualified firms based on professional qualifications, business certifications such as SBE/MBE, and relevant project references. Shortlisted candidates may be invited to interview before participating in a formal Request for Proposals process scheduled for January 2027. The final selection will be based on critical factors including the project approach, proposed financing, construction nature, anticipated schedule, and the needs of the target population. Proposals must be submitted in a sealed envelope and clearly marked with the solicitation number, accompanied by one original, five copies, and a read-only PDF on a USB drive. Submissions were due by 10:00 AM on September 30, 2026, and must remain firm for at least 90 days. The process is managed by Purchasing Agent Phillip Ryan and requires all redevelopment plans to be consistent with the Town's Plan of Conservation and Development.
