Scope: The City is seeking proposals from qualified, independent firms to provide professional property tax consulting, audit, revenue recovery, and forecasting services. The selected firm will review County Assessor records, analyze parcel-level valuations, and identify errors, omissions, or misallocations affecting property tax revenues. Services will include preparation and delivery of detailed reports, short- and long-term revenue forecasts, annual and quarterly updates, and specialized analyses to support fiscal, economic, and community development planning. The firm will also provide access to web-based property tax tools and software for City staff, assist with reassessment tracking, monitor major property tax appeals and Proposition 8 parcels, and advise on legislative and regulatory changes impacting property tax revenues. The ideal proposer must demonstrate extensive experience providing property tax consulting and audit services to municipal governments of comparable size and complexity, with expertise in California property tax law, County Assessor procedures, and revenue recovery strategies.
