Provide Leased Modular Buildings - Nationwide

The Department of Homeland Security Immigration and Customs Enforcement is conducting market research through a Request for Information to identify contractors capable of providing leased, installed, and maintained modular operational spaces at approximately 50 sites across the United States. The scope of work involves delivering specialized units to expand secure processing, temporary holding, and hearing capacities at various Enforcement and Removal Operations offices. Specifically, the requirement includes approximately 900 square foot Field Detention Units, 300 square foot Interview Processing Units, and 60 square foot Virtual Immigration Court Units. The selected contractor will be responsible for all labor, materials, and equipment, including coordinating with the General Services Administration and building owners to manage site-specific utility connections, such as grid power or generator services. Technical and safety requirements are stringent, necessitating that all infrastructure meets local building codes for wind speeds and hurricane tie-down ratings, while ensuring ADA compliance through entry ramps. Ongoing responsibilities include cleaning services three times per week, monthly inspections of all unit components, and preventative maintenance for generators every 500 operating hours. The contractor must also manage complex logistics, including providing project schedules, mobilization plans, and NCIC forms for deployment personnel within specific windows following an award.
