Provo City Information Systems - Storage Area Network (SAN) / Cloud / Hyperconverged (HCI)

Provo City is seeking proposals to modernize its core infrastructure platform due to the end-of-support status of its current Storage Area Network (SAN). The project involves the design, implementation, migration, and support of a solution that may consist of a new on-premises SAN, a cloud-based infrastructure platform, or a hyperconverged infrastructure (HCI) solution. Key technical requirements include providing a minimum of 130TB of usable storage capacity and ensuring the safe migration of existing virtualized workloads. The selected vendor must provide solution training and support for the first year, with ongoing support for at least five years. All solutions must comply with local, state, and federal cybersecurity standards, specifically CJIS and NIST, and support must be provided by US-based personnel. The contract will be awarded to a single responsive and responsible vendor based on a weighted evaluation including technical fit and architecture (20%), support and operations model (20%), security, compliance, and governance (20%), seven-year total cost of ownership (15%), migration and implementation approach (10%), vendor qualifications and references (10%), and capacity, scalability, and lifecycle (5%). Proposals must be submitted electronically via the Bonfire portal by September 17, 2026, and must include a standardized Excel response form and a separate executive summary. The contract includes liquidated damages of 0.5% of the bid total per day for delays up to 60 days, shipping terms of FOB destination to Provo, Utah, and requested payment terms of net 60 with a 2% net 10 option.
