Purchase of Tractor with attachments

The U.S. Department of Defense, through the 0409 AQ HQ Contract office, is seeking a single Firm Fixed Price contract award for one specialized tractor with attachments, to be delivered to Baumholder, Germany, under solicitation W564KV-26-Q-A057. The requirement is governed by the Lowest Price Technically Approved Product evaluation method, where technical compliance is a mandatory pass/fail gate before price is considered. The tractor must meet stringent specifications including Emission Stage V compliance, six-cylinder construction, minimum 275 horsepower, and a continuous solid frame, and must include a forestry mulcher attachment with a 2500mm working width capable of processing timber up to 40 cm diameter. The equipment must be manufactured in the U.S., a Qualifying country, or a Designated country, and must be accompanied by TUV inspection and truck permission documents, two German-language operating manuals and spare parts lists, and comply fully with relevant EU directives.
