AI Contract Overview
The Department of Veterans Affairs, through Network Contracting Office 6, intends to award a sole-source, firm-fixed-price contract valued at $19.0 million to Perspectum, Inc. for LiverMultiScan Consulting Services to be delivered at the Richmond Veterans Affairs Medical Center. This non-competitive action is justified under FAR 6.302-1 because Perspectum, Inc. is the exclusive provider of the proprietary cT1 biomarker technology essential for non-invasive liver diagnostic imaging, and no alternative sources exist that can meet the agency’s requirements without unacceptable delay or cost duplication. The procurement is classified under NAICS code 621512 for Diagnostic Imaging Centers, with the contract scheduled to become effective on or about August 21, 2026. Interested parties may submit capability statements demonstrating their ability to meet the requirement within three calendar days of the notice’s publication, directed exclusively via email to Natasha Hawkins at Natasha.Hawkins@va.gov; telephone inquiries are prohibited. Submitters must identify their business size, socioeconomic status, and ownership structure, and must clearly mark any proprietary information included in their responses. The Government will not compensate respondents for information submitted, and this notice does not obligate the Government to make an award. No formal contract clauses, evaluation factors, inspection criteria, or detailed specifications are included in the documentation, as this is a sole-source procurement based solely on technological exclusivity. There are no line-item cost breakdowns, delivery schedules, packaging requirements, or invoicing instructions specified beyond the overall contract value and effective date. The place of performance is associated with the Richmond VAMC, though the contracting office is located in Hampton, Virginia. Respondents are required to provide capability statements without a prescribed format or length, and all submissions must comply with proprietary data marking guidelines. While the solicitation number is 36C24626Q0901 and the posting date is August 7, 2026, no other FAR clauses, certification requirements, or administrative details such as COR designations, accounting codes, or security clearances are disclosed. The acquisition relies entirely on the uniqueness of Perspectum’s cT1 biomarker technology, rendering standard competitive procurement processes inapplicable.
