Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027. The contractor must be capable of continuous offshore operations for 45 days, with an endurance of 21 days without returning to port. Award will be based on a Best Value Tradeoff process, where technical capability and past performance are significantly more important than price. Key evaluation factors include vessel sourcing strategy, organizational conflict of interest mitigation, and small business participation.
