The Department of the Interior’s National Business Center plans to award a sole source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to Grazingland Management Systems, Inc. (GMS) for the development and expansion of Rainfall Index and Vegetation Index insurance plans. This contract is intended to support the USDA Risk Management Agency’s Office of Product Management, with a minimum value of $150,000 and a maximum ceiling of $5 million. GMS is uniquely qualified for this award under the Federal Acquisition Regulation clause 6.302-1, as they developed these insurance plans through prior competitive procurement efforts, making them the only source capable of fulfilling the agency's requirements. The contract will cover several tasks including expanding the existing Pasture, Rangeland, Forage Rainfall Index and Vegetation Index insurance programs, restructuring these programs into separate umbrella policies with provisions for additional plants or commodities, creating new crop programs under the Rainfall or Vegetation Index, and maintaining pilot programs. The acquisition falls under the NAICS code 524298 and PSC code R409. Interested parties or inquiries can be directed to the Contracting Officer, Melissa Onyszko, at the Department of the Interior’s acquisition services office in Herndon, Virginia.
