The Indian Health Service is conducting market research aimed at enhancing health service delivery to tribal and urban populations by investigating licensure and certification requirements for healthcare providers at the state level. The goal is to identify pathways to establish a consistent income stream for programs and to create an entry-level career ladder for Community Health Representatives (CHRs) through recognized licensure that would enable services to be reimbursed by CMS (Medicare/Medicaid). The inquiry seeks to gather information on the types of healthcare services reimbursed by state agencies administering CMS programs, the licensing requirements for providers below the level of Registered Nurse (such as Licensed Practical Nurses, Community Health Aides, and Community Health Workers), and any reimbursable services that do not require licensing or certification. This is strictly an information-gathering effort with no solicitation or commitment from the Indian Health Service. They are interested in hearing from individuals or organizations capable of surveying states on these issues, with submissions or capability statements to be sent to the Indian Health Service Acquisition Management Branch, specifically to Larry Pope. The agency is seeking detailed knowledge on state licensing and reimbursement policies to inform strategies for strengthening healthcare delivery systems serving tribal and urban communities.
