AI Contract Overview
The Department of Energy’s National Energy Technology Laboratory plans to award a sole-source purchase order to OPIS, A Dow Jones Company, for a subscription license to the McCloskey Energy and Metals Package, a proprietary data service offering forecasting inputs on steel demand, pig iron production, metallurgical coal, iron ore, and scrap metal supply and demand. This acquisition is essential to support NETL’s Strategic Systems Analysis and Engineering mission, providing critical market intelligence needed to guide energy research and technology development. OPIS is identified as the sole provider of this specific package, with no known alternative sources capable of meeting the laboratory’s requirements, justifying the sole-source approach under Revolutionary FAR Overhaul Part 12 governing commercial product acquisitions. This notice of intent is not a solicitation for proposals but an opportunity for other potential providers to demonstrate their ability to fulfill the requirement by submitting evidence of capability in writing to Contract Specialist Arturo Manantan Jr. via email at arturo.manantan@netl.doe.gov no later than 5:00 PM ET on July 8, 2026. Telephone submissions will not be accepted. The government retains full discretion to determine whether to proceed with a competitive procurement based on any responses received, and failure to respond does not preclude the award to OPIS. The action is associated with solicitation number 89243326QFE000537 under NAICS code 516210, and all correspondence must be directed to the NETL office in Morgantown, West Virginia.

Full Description
In accordance with Revolutionary FAR Overhaul (RFO) Part 12, Acquisition of Commercial Products and Commercial Services, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to OPIS, A Dow Jones Company for a subscription license to McCloskey Energy and Metals Package. The McCroskey Energy and Metals package provides short and long-term proprietary forecasts of steel demand, pig iron production, metallurgical coal demand, iron ore supply, and scrap metal supply and demand.
These materials, data, and information are critical to NETL’s Strategic Systems Analysis and Engineering mission of analyzing trends in energy markets and to better inform research and technology programs. This is considered a sole source to Dow Jones & Co Inc. because to the best of NETL’s knowledge, OPIS, A Dow Jones Company is the sole provider of McCloskey Energy and Metals Package access license. No known potential alternate sources exist which could satisfy NETL’s requirements.
This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on July 8, 2026. Responses must be submitted in writing to the Contract Specialist, Arturo Manantan, via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
