The United States Department of Agriculture's Natural Resources Conservation Service (NRCS) is conducting a Direct Conversion with Cost Comparison Study to evaluate clerical support services currently performed by Government personnel at their offices in Morro Bay, Auburn, and Davis, California. This process involves comparing the cost of continuing in-house services versus contracting them out, under the guidelines of OMB Circular A-76. The study falls under the North American Industry Classification System (NAICS) Code 561110, which pertains to Office Administrative Services. This action is not a solicitation or a request for proposals and does not guarantee the awarding of a contract; a contract will only be considered if outsourcing proves more cost-effective than using Government employees. Interested parties are invited to express interest by emailing Ray Miller by April 7, 2003, providing company contact information including name, email, mailing address, phone number, and fax number. A formal solicitation is expected to be issued around April 21, 2003. The effort aims to ensure fiscal responsibility by thoroughly comparing the cost implications of contracting out versus retaining Government personnel for these clerical services at the specified NRCS locations.
