The US Air Force Academy plans to award a sole source contract to Cobalt Solutions, LLC, located in Springfield, Ohio, for the generation of computational grids specific to the C-130 aircraft. This contract will use simplified acquisition procedures, emphasizing that Cobalt Solutions is uniquely qualified due to its prior involvement in creating the original grids and deep familiarity with the complex C-130 geometry. The effort includes producing new computational grids that must be solved with the proprietary flow solver program called Cobalt, developed and exclusively licensed by Cobalt Solutions, making them the only supplier capable of fulfilling this requirement within the desired timeframe and budget. This contract will be a firm fixed price arrangement and is not open to competitive proposals. It follows the acquisition of a sole source commercial item under relevant FAR provisions aimed at commercial items, including specific clauses addressing statutes and executive orders applicable to defense acquisitions. Additional regulatory clauses, such as those related to contractor registration and compliance, are incorporated to ensure adherence to federal guidelines. The contract is managed by the FA7000 10 Cons Lgc office at the USAF Academy in Colorado, with points of contact available for inquiries related to the solicitation.

This notice will serve as notification of a Sole Source solicitation for the following: Operational Contracting, US Air Force Academy intends to award a Sole Source contract utilizing simplified acquisition procedures to Cobalt Solutions, LLC, 4636 New Carlisle Pike, Springfield, OH 45504-3336. Cobalt Solutions, LLC is the only known source that meets the USAFA requirements for C-130 grid generation. The requiring activity states that the original grids used in their research project were developed by Dr. Jim Forsythe of Cobalt Solutions, LLC (Purchase Order #FA7000-04-P-0345). He and his co-workers are very familiar with the complexities of the C-130 geometry and have the experience necessary to make a new set of computational grids in a reasonable amount of time and for a prescribed price. The grids that are being developed will need to be computationally solved using the flow solver program called Cobalt, which was developed by Cobalt Solutions, LLC. Cobalt requires an expensive license to run and is the only flow solver available on their computer cluster to perform computational aerodynamics predictions. This will be a firm Fixed Price contract. This Notice of Intent is not a request for competitive proposals.
