Range Sweep

The U.S. Marine Corps, through the MCI-East Cherry Point Satellite Contracting Office at MCAS Cherry Point, North Carolina, is seeking to procure Aerial Range Sweep Services under a firm-fixed price contract for a base year from October 1, 2026, to September 30, 2027, with a one-year option period from October 1, 2027, to September 30, 2028. The requirement is exclusively set aside for small businesses under NAICS code 541922 and will be awarded using simplified acquisition procedures. Offerors must be registered in SAM with an active CAGE code and enrolled in Wide Area WorkFlow to receive payment, and all submissions must comply with current representations and certifications. The contract calls for daily fixed-wing or rotary aircraft flights between 100–300 meters altitude at speeds not exceeding 115 mph, Monday through Friday, to conduct aerial surveys over bombing targets BT-9 and BT-11 to ensure compliance with the Endangered Species Act and Marine Mammal Protection Act. Operations require detecting and documenting the presence of protected marine species, unauthorized personnel, or watercraft using digital imagery captured with a minimum of 24.0 megapixels, each image bearing GPS coordinates and date/time stamps. Monthly reports and orientation maps must be delivered, and contractors must complete marine mammal identification training. Performance is measured at 100% accuracy, timeliness, and quality, with acceptance occurring at the destination site under the oversight of the Contracting Officer’s Representative, Jessica Guilianelli. Pricing is to be submitted via SF-1449 with FOB Destination terms, and all proposals must include three relevant past performance references. Failure to meet any technical requirement will disqualify an offeror from award, and no contract value is disclosed as pricing is to be determined upon award.
