Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

AI Contract Overview

The contract outlines the development and implementation of protocols for Rapid Antiretroviral Therapy (ART), aimed at initiating HIV treatment immediately upon diagnosis or reengagement in care for people living with HIV (PLWH). Rapid ART, for this solicitation, is defined as starting treatment within seven calendar days of diagnosis or disclosure, though best practice suggests initiation within 72 hours. The goal is to improve health outcomes and reduce transmission by ensuring timely access to therapy. Awardees will be responsible for creating comprehensive protocols that address staff training, clear roles and responsibilities, partnerships with HIV care providers, and ensuring access to affordable medications regardless of insurance status. The protocols must include detailed workflows from positive HIV test results to medication start, address anticipated barriers with strategies to overcome them, and specify processes for identifying and linking both newly diagnosed patients and those who have fallen out of care. Additionally, the protocols will require counseling patients on medication adherence, side effects, and benefits of ART at the time of initiation, with follow-up appointments scheduled within one to two weeks to evaluate psychosocial needs and provide ongoing support. Emphasis is placed on crafting evidence-based, streamlined, and practical protocols that effectively integrate Rapid ART into existing emergency department workflows, minimizing handoffs and normalizing ART initiation as a standard care component. The contract is issued by the California Health Care Agency and responses are due by the end of June 2026. The contract administrator, Karen Leland, is the primary contact for this solicitation, which is aimed at agencies capable of supporting rapid and effective HIV treatment initiation in line with public health best practices.

Full Description

Rapid ART is the immediate initiation of HIV therapy at the time of diagnosis or immediately upon reengaging in care for PLWH. Early treatment improves health outcomes and reduces HIV transmission. While best practice is to initiate ART within 72 hours, for the purposes of this RFA, "Rapid ART" is defined as initiating ART within seven (7) calendar days of an HIV diagnosis or disclosure of results. Protocols developed for this RFA shall include: Required staff training topics to support Rapid ART implementation. Roles and responsibilities of all staff involved. Partnerships with HIV care providers to ensure seamless transition to long-term treatment. How access to affordable medications will be ensured, regardless of insurance status. A workflow/diagram showing steps from positive test to medication start. Anticipated barriers and strategies to address them, including referral pathway. How newly diagnosed patients will be identified, engaged, and linked to care immediately. How patients who have fallen out of care will be identified and reengaged. Key topics to cover with patients during Rapid ART initiation (e.g., adherence, side effects, benefits) . Protocol development will include that patients should receive counseling on the importance of daily medication adherence, potential side effects, the benefits of ART and that follow-up appointments should be scheduled within 1-2 weeks to reassess psychosocial needs, address challenges, and provide support services. Awardees are expected to create evidence-based, streamlined, and practical protocols that integrate Rapid ART into existing emergency department setting workflows, minimize handoffs, and treat initiation of ART as a standard component of care.
