Real Estate Appraisal Consulting Services

The California Franchise Tax Board is soliciting proposals under RFP FTB-2627-PW-066 for real estate appraisal consulting services to support its Audit Division. The selected contractor will provide expert opinions to determine if retrospective fair market value appraisals for real estate property disposal or donation purposes are reasonable and meet statutory requirements. The scope covers residential, commercial, industrial, and multi-use properties, with a specific focus on cases involving historic preservation and conservation easements. The contract is intended for a three-year term from November 16, 2026, to November 15, 2029, and requires the provision of two expert consultants holding active and valid real estate appraiser licenses. While most work is performed remotely, physical inspections are required when expert appraisal reports are requested. The award process follows a five-phase evaluation, beginning with a pass/fail administrative review, followed by a non-cost evaluation weighted at 70 percent of the total score. To be considered responsive, proposals must achieve a minimum of 603.75 non-cost points before their cost proposals are opened. Pricing is based on blended hourly rates for two consultants, with an estimated 150 hours per consultant annually, plus an additional 100 hours each for unanticipated tasks. Proposals must be submitted via email as three separate files covering administrative requirements, non-cost data, and cost worksheets. Payment is processed monthly in arrears via U.S. Mail, with 10 percent of payments withheld until the completion of each corresponding Consulting Service Request.
