Receipt, Handling, and Storage of USDA Foods For The National School Lunch Program-Service Area 2

The Florida Department of Agriculture and Consumer Services is soliciting bids for the Receipt, Handling, and Storage of USDA Foods for the National School Lunch Program in Service Area 2, under solicitation ITB FNW 26 27 03, with responses due by June 10, 2026. The contract requires a contractor to provide comprehensive logistics services including the receipt, storage, and delivery of dry, refrigerated, and frozen USDA food commodities to recipient agencies across Florida on weekly, bi-weekly, or monthly schedules, as well as lump sum deliveries and pickup services. The contractor must register and operate through the USDA’s Web Based Supply Chain Management system, maintain at least a Level 1 eAuthentication ID, and comply with all federal and state regulations including 7 CFR 250.12(f)(7), FNS Instructions 709-5, the Davis-Bacon Act, the Contract Work Hours and Safety Standards Act, and the Americans with Disabilities Act. All deliveries must adhere to strict handling standards, including repackaging damaged goods and limiting carton stacking to one pallet high, with accurate documentation required at delivery through signed tickets noting shortages or damage. Payment will be made via state government warrant upon satisfactory delivery and written acceptance by the contract manager, based on the CASE Price Grand Total listed in Attachment C, which includes unit pricing for all services but excludes the one-time movement of commodities from existing facilities from evaluation. Vendors must submit a full suite of required certifications including the FDACS Acknowledgement Form, Vendor Certification Form PUR 7801, Certification Regarding Lobbying and Debarment, and an active FDACS Food Permit, along with documentation proving E-Verify registration, non-participation in a boycott of Israel, and compliance with Florida disclosure statutes. The contract may be renewed for up to three one-year terms at the Department’s sole discretion, and any modifications require written agreement. The contractor is fully liable for its actions, must carry minimum insurance limits of $1 million per occurrence for general liability, $300,000 per vehicle for auto liability, and workers’ compensation per Florida law, with all deductibles borne solely by the contractor. Subcontracting is prohibited without prior written consent and a payment bond. Bid submissions must be sealed, physically delivered to the designated address in Tallahassee, and cannot be submitted electronically. All proposals become public records under Florida Statute Chapter 119, and the Department retains exclusive ownership of all documentation produced.
