Emergency & Disaster Response Interpretation Surge CapacityThe Federal Emergency Management Agency under the Department of Homeland Security is seeking qualified vendors to establish and maintain on-call teams of professional interpreters and captioners capable of rapid deployment within 48 hours to support disaster response operations. This subcontract opportunity, classified under NAICS code 561312 for employment placement and temporary help services, requires contractors to ensure continuous availability of linguistic and communication support for federal emergency efforts across the United States. Teams must be prepared to respond immediately to incidents involving limited English proficiency individuals and those who are deaf or hard of hearing, delivering critical real-time interpretation and captioning services at disaster sites, shelters, aid centers, and other operational locations. The contract emphasizes surge capacity and reliability, demanding that vendors maintain a qualified, vetted, and geographically distributed network of personnel who can meet the acute and unpredictable demands of large-scale emergencies. Performance is tied to rapid response timelines, language coverage breadth including less commonly spoken languages, and adherence to federal communication accessibility standards. The opportunity is open for responses until August 10, 2026, and the primary place of performance is located in Washington D.C. with a ZIP code of 20472, though services are expected to be delivered nationwide as needed. Contractors must demonstrate operational readiness, proven experience in emergency response contexts, and the ability to scale operations quickly under high-pressure conditions.

R699--Candidate Evaluation and Talent Outreach Services-Market ResearchThe Department of Veterans Affairs, through the Veterans Health Administration’s Veterans Crisis Line, is conducting market research to identify qualified contractors capable of supporting its hiring operations with professional candidate evaluation and talent outreach services under NAICS code 561312. This Request for Information, issued under FAR Part 10, seeks input from vendors regarding their ability to perform resume reviews using standardized scoring matrices, conduct structured telephonic interviews with vetted question sets, carry out reference checks using approved forms, participate in job fairs and university recruitment events, and deliver summary reports and recommendations to hiring officials—all while explicitly noting that the government retains sole authority over final hiring decisions. Vendors are required to submit a comprehensive company profile including their UEI, business size classification, and any applicable socioeconomic certifications such as SDVOSB, VOSB, HUBZone, 8(a), or WOSB status, alongside a detailed capability statement demonstrating relevant experience in healthcare, behavioral health, crisis intervention, federal agency support, or high-volume hiring environments. Responses must include a rough order of magnitude pricing estimate covering staffing models, assumptions, and travel or outreach considerations, though this information is strictly for planning purposes and will not be evaluated competitively. In addition, vendors are asked to provide industry feedback on potential risks, deliverables, or performance requirements and to identify any existing government contract vehicles they hold, such as GSA MAS, BPAs, or IDIQs, that could later be used for potential procurement actions. All submissions must be.sent via email to the designated contracting officer by the deadline of August 5, 2026, in PDF format, with no page limits imposed but conciseness strongly encouraged. The place of performance is Washington, D.C., with no physical goods involved, and no contract will result from this RFI; it is purely an information-gathering tool to inform future acquisition strategies, and the government will not reimburse any costs associated with response preparation.
