The Regional Disability Health Clinic Program (RDHCP) issued by the NYS Office for People with Developmental Disabilities is a grant initiative designed to enhance healthcare access and coordination for individuals with developmental disabilities across New York State. The program aims to fund capital projects that expand access to medical, dental, and other physical health services, including those provided at Article 16 and Article 28 clinics, by reducing barriers and improving service integration. Eligible applicants must be not-for-profit organizations operating licensed clinics under Article 16 or 28 of the Mental Hygiene Law or Public Health Law, such as Diagnostic and Treatment Centers, Federally Qualified Health Centers, Rural Health Centers, or hospital extension clinics. Applicants are required to prequalify through the Statewide Financial System (SFS), and applications must be submitted by November 5, 2025, with a project term of up to five years. The funding range for awards is between 5 million and 15 million dollars, and the program is open to all counties in New York State. The application process involves several key steps, including a pre-application conference scheduled for September 19, 2025, and a question submission deadline of September 25, 2025. Detailed instructions for completing the budget proposal are provided, emphasizing alignment with project goals and outcomes, with submissions required via the SFS platform. The program does not set aside specific goals for minority, women, or service-disabled veteran-owned businesses. The procurement documents include administrative, technical, and budget attachments, which support the application process but do not specify a detailed scope of work beyond the overarching goal of improving healthcare access for individuals with developmental disabilities. The program’s overarching goal is to support projects that will significantly increase healthcare accessibility and service coordination, ultimately improving health outcomes for this vulnerable population.
