It is structured as a Simplified Indefinite-Delivery Contract with an estimated quantity of 43 units, though this is not guaranteed, and the total contract value is capped at $350,000. Delivery is FOB origin with inspection and acceptance occurring at the destination after a 65-day delivery window. Strict packaging and marking requirements mandate compliance with MIL-STD-2073-1E for preservation and MIL-STD-129 for labeling, including special marking code ZZ and unit packaging markings per IPC/JEDEC J-STD-609 to identify lead finish composition. The product must be free of ozone-depleting substances unless written approval is obtained, and mercury or mercury-containing compounds are prohibited except for specific exempted functional uses such as in batteries, fluorescent lights, sensors, or naval-specified instruments, with portable mercury-containing devices requiring dual containment per NAVSEA 5100-003D. The contract incorporates multiple Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses related to safeguarding covered defense information, cybersecurity, trafficking in persons, employment eligibility verification, sustainable products, and hazardous material handling, with several deviations noted under deviation 2026-00038. Electronic submission of invoices is mandated via Wide Area WorkFlow, and all offers must be submitted through the DIBBS portal by the deadline of August 6, 2026. The item is classified as a critical application item with potential covered defense information applicability, necessitating compliance with NIST SP 800-171 and safeguarding requirements. Offerors must provide a Unique Entity ID and disclose CAGE codes if supplying covered defense telecommunications equipment, and are required to certify their small business status if claiming socioeconomic advantages. The contract prohibits the use of hexavalent chromium and restricts acquisition from Communist Chinese military companies, and requires adherence to labor and whistleblower protection provisions. All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements referenced through RP001 and RA001, with configuration change management and variance requests subject to formal process.
