Sources Sought SEL-2488The Naval Facilities Engineering Systems Command, Pacific is seeking to identify alternative sources for a satellite-synchronized network clock that meets the exact performance requirements of the SEL-2488 transformer protection relay manufactured by Schweitzer Engineering Laboratories, for use in the Fiscal Year 2027 SIOP Project P-8026 at Pearl Harbor Naval Shipyard and Joint Base Pearl Harbor-Hickam, Hawaii. The required system must provide precise, traceable time synchronization to protective relays, automation controllers, meters, SCADA systems, and other intelligent electronic devices through industry-standard protocols including PTP, NTP, IRIG-B, and PPS, while continuously monitoring synchronization status, generating alarms for faults, and supporting remote diagnostics and event logging. Integration with existing substation automation networks via Ethernet and standard communication protocols is essential to ensure seamless operation across all connected devices. This notice is a market survey under FAR 15.201(e) and is not a request for proposals or an invitation to bid; responses are not offers and will not form a binding contract. Interested parties must submit detailed technical data demonstrating that their product meets all specified functional and performance criteria, and company brochures will not be accepted. All submissions must be sent electronically to Annette Tijerina by July 31, 2026, at 2:00 p.m. H.S.T., and any information provided will become the property of the U.S. Government, treated appropriately if proprietary or classified. Incomplete or vague submissions will be disregarded, and no consideration will be given to responses received after the deadline. The North American Industry Classification System code for this effort is 335314, and the sole point of contact for the solicitation is located at Joint Base Pearl Harbor-Hickam, Hawaii.
