The 1st Special Operations Contracting Squadron intends to award a Sole Source purchase order to First Communications Company. Hurlburt Field intends to relocate the Fire Emergency Services Flight's existing fire alarm communication Center (FASS) dispatch equipment from bldg 90735 to the new fire station located just north of bldg 90735. The sole source justification is based on the fact that First Communications is the only authorized warranty service provider for Motorola, Plant 911, and Nice Recording for 16 Northwest Florida counties including Okaloosa. Failure to use First Communications will result in the loss of equipment warranty and potential loss of 911 communications for Hurlburt Field and Okaloosa's mutual aid fire districts. This solicitation is under North American Industry Classification System Code 811213, with a small business size standard of $6.5M. Place of delivery shall be 1 SOCES/CEF, 415 Independence Avenue, Hurlburt Field FL 32544. Submit questions or comments to 1 SOCONS/LGCA, Attn: George Minkins, George.Minkins@hurlburt.af.mil, 350 Tully St, Hurlburt Field FL 32544-9190 at or before 1000 (10:00 AM CST), 25 Mar 09. A Firm-Fixed Price Order will be issued in writing. This sole source action is being accomplished under the authority of FAR 6.302-1. The Government believes that First Communications. is the only known source that has the proprietary information and design expertise to provide this service. Anticipated award is 3 Apr 09. This notice is NOT a request for quotes. However, interested parties may identify their interest and capability to satisfy the Government's requirements by emailing George Minkins, at George.Minkins@hurlburt.af.mil no later than 25 Mar 09. Capability statements must include documented ability to satisfy the Government's requirements. This is a total small business set-aside subcontract, meaning only entities certified as small businesses under the SBA’s guidelines are eligible to bid. The contract was posted on May 5, 2026, and the place of performance is located in the zip code 32544 under the oversight of the Department of Defense, specifically the FA4417 1 Socons office. The nature of the work requires precision and expertise in utility system shutdown protocols, and all activities must be completed within a timeframe that aligns with the broader demolition schedule.
