Renewable Energy Certificates (RECs)

The National Oceanic and Atmospheric Administration (NOAA), through its Office of Chief Administration and Safety and Environmental Compliance Office, is soliciting 10,409 MWh of Renewable Energy Certificates (RECs) to meet federal sustainability mandates for carbon pollution-free electricity under Section 203 of the Energy Policy Act of 2005. The RECs must be Green-e certified or equivalent, generated from eligible U.S.-based renewable resources such as wind or solar, with commercial operation dates on or after January 1, 2011, and must be tracked and retired in recognized U.S. registries like WREGIS, M-RETS, NEPOOL-GIS, GATS, or NAR. The certificates must originate from facilities operating between April 1, 2025, and January 1, 2027, to qualify for FY 2026 vintage compliance. The solicitation, issued under FAR Part 12 as a combined synopsis/solicitation, is an entirely small business set-aside under NAICS codes 221114 and 221115, each with a 500-employee size standard. Offerors must be registered in SAM.gov with a valid UEI, provide a signed attestation confirming exclusive ownership and no double-counting of RECs, and comply with FAR 52.219-14’s limitation on subcontracting, which restricts non-small business subcontracting to no more than 50% of contract value. The award will be made under the Lowest Price Technically Acceptable (LPTA) method, where technical compliance is a pass/fail threshold and price determines selection among qualified responders. Delivery is FOB destination to NOAA’s facilities in Silver Spring, Maryland, with final acceptance requiring submission of facility metadata including name, commercial operation date, and NERC region. Security requirements mandate that personnel complete either NACI or SAC clearance based on contract duration and type, and non-U.S. citizens must meet specific residency and immigration criteria.
