5. Description: 



The Detonation Science and Modeling Branch (FCDD-RLW-WA) of the Weapons and Material Research Directorate (WMRD) of the Army Research Laboratory (ARL) requires a repair of Government-owned Rigaku SuperNova X-Ray Diffractometer. The instrument is currently exhibiting the following malfunction: power failure in the Charge-Coupled Device (CCD) detector, diagnosed as potential failure of the power supply or communication board. This repair is essential to restore the instrument to full operational capability and continue research activities.


The following services are required:


1. Diagnose onsite;


2. Repair and restore the X-ray single crystal diffractometer to full operational condition, meeting manufacturer’s performance specifications.



6. This is a notice of intent to conduct a sole source procurement, using RFO FAR Part 12, Acquisition of Commercial Products and Commercial Services.  This notice of intent is not a request for competitive proposals.  However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.  A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. 



7. The anticipated award date is 6 July 2026.



8. All responsible sources may submit a quotation, which will be considered by the agency.



9. This is a notice of intent to award a sole source contract in accordance with Revolutionary Federal Acquisition Regulations Overhaul RFO 12.102(a).
