AI Contract Overview
The U.S. Army is seeking industry input on the maturity, delivery timelines, and technical capabilities of Hard Kill Active Protection Systems (APS) through a Request for Information aimed at informing a future competitive shoot-off for system selection. Vendors are expected to demonstrate systems capable of defeating chemical energy threats such as RPGs, recoilless rifles, and ATGMs, as well as Group 1–2 unmanned aerial systems, without requiring mode switches, while operating within the Modular APS Framework (MAF) 2.2 architecture. Systems must be ruggedized to meet ATPD-2404 and ATPD-2407 environmental and electromagnetic compatibility standards, fit within constrained vehicle space compatible with the Vehicle Protection System Base Kit, and be produced entirely or with final assembly in the United States using components sourced only from U.S. or Five Eyes nations. Technical maturity must be at Technology Readiness Level 8 or higher, with clear Manufacturing Readiness Levels demonstrated, alongside detailed plans for sustainment across Crew, Field, and Depot maintenance levels, including logistics footprints for munitions, reload times, and diagnostic support. The Army is evaluating not only performance but also delivery schedules targeting March 2027 or March 2028, supply chain security, cost structures across quantities from 29 to 500 units, and the availability of source code and Government Purpose Rights for software interfaces to ensure long-term interoperability and cybersecurity. Responses must be unclassified, submitted via email by August 11, 2026, and include comprehensive details rather than simple yes/no answers, with supplemental materials allowed via DoD SAFE for files up to 8GB. There is no guarantee of a solicitation or contract award as a result of this RFI, but the selected system will have the opportunity for integration onto multiple Army combat vehicles, potential production, and fielding. Pricing, data rights, foreign component risks, and mitigation strategies form critical components of the evaluation, which will focus on selecting the most capable system through a trade-off process rather than a lowest-price approach.
