Request for Proposals for Autmatinc Teller Machine at J. Iverson Riddle Developmental Center in Morganton, Burke County.

The North Carolina Department of Administration, State Property Office, is seeking proposals from banking and financial institutions to provide and operate an Automated Teller Machine (ATM) at the J. Iverson Riddle Developmental Center in Morganton, Burke County. The selected lessee will be responsible for all installation costs, including telephone and computer lines, alarms, temperature and humidity control equipment, and site improvements such as cement pads and protective bollards. The ATM must be compatible with at least two major national networks and utilize existing regional or national cards without requiring additional access codes. Transaction fees must remain reasonable and consistent with the lessee's other ATM locations. The contract requires a minimum initial term of three years with the possibility of mutual renewals. Proposers must be registered as legal entities under North Carolina law and maintain comprehensive insurance, including General Liability with a 1,000,000/3,000,000 combined single limit, product liability of 1,000,000, and applicable workers' compensation and automobile liability coverage. Proposals must be submitted electronically via the North Carolina eProcurement Electronic Vendor Portal by 4:00 PM ET on October 21, 2026, and must include the PO-28 ATM Proposal Form. Award decisions will be based on the proposal's desirability in complementing the center's operations and the proposer's demonstrated ability to execute the plan.
