Request for Proposals - On-Call Code Compliance Services - Various MSA Projects

The Maryland Stadium Authority is soliciting proposals for on-call professional engineering services to provide code compliance for various capital development projects throughout Maryland, including the Camden Yards Sports Complex. This indefinite quantity master contract will result in multiple awards, with specific work assigned via task orders based on a fixed fee or not-to-exceed amount. The scope of work includes third-party plan reviews across multiple disciplines—such as architectural, structural, mechanical, electrical, and plumbing—and on-site inspections to ensure adherence to 100% construction documents and federal, state, and local codes, including ADA requirements. The agreement has a five-year term with no renewal options. Award recommendations will be based on the most advantageous proposals, with technical evaluation criteria weighted more heavily than financial factors. Technical assessments focus on the work plan, experience, qualifications of key personnel, and overall submission quality. Key personnel must possess at least five years of experience and maintain specific professional certifications, such as Maryland registration for architects and engineers or specialized inspector certifications. Contractors are required to meet a 10% Minority Business Enterprise goal and utilize a web-based compliance system for certified payroll and payment records. Additionally, the contract mandates comprehensive insurance coverage, including Commercial General Liability of $1,000,000 per occurrence and a $2,000,000 general aggregate limit.
