Request for Qualification for Capital Improvement Project; Food Service for the Raleigh Convention Center Expansion

The City of Raleigh is seeking a qualified foodservice consultant under solicitation 274-2026-RCPAC-16 to provide professional design and consulting services for the Raleigh Convention Center Expansion. The project involves a new three-floor facility of approximately 322,646 gross square feet located at 500 S Salisbury St. The selected consultant will be responsible for the full project lifecycle, including programming, engineering, and specifying all commercial foodservice equipment and service areas, such as banquet and warewashing areas, ballroom pantries, concessions, cafes, and bars. The scope extends through the preparation of bid documents and construction-phase services, including equipment installation, start-up, and commissioning. Construction is anticipated to begin in November 2026 with a duration of approximately 36 months. Qualified firms must submit their proposals by September 8, 2026, at 4:00 PM EST. Submissions must include a signed hard-copy original, two hard copies, and an electronic PDF version on a flash drive, with the hourly rate schedule provided in a separate sealed envelope. Evaluation is based on five equally weighted factors: corporate background and experience, financial stability, project understanding, project approach, and team qualifications. The City will use a ranking-based selection process, beginning negotiations with the most qualified firm. The consultant must ensure all designs are ADA accessible and comply with all applicable North Carolina building, food, plumbing, mechanical, electrical, fire, and wastewater disposal codes. Payment terms are NET 30 days from the date of invoice.
