Request for Qualifications: Executive Recruitment Services for City Administrator

Background The City of Siloam Springs Board of Directors is seeking proposals from qualified executive search firms or professional recruiters to assist in the recruitment and selection of a City Administrator. The selected firm will partner with the City to design and execute a comprehensive recruitment process, resulting in the identification and hiring of a highly qualified candidate to serve as the City’s chief administrative officer. The City operates under the City Administrator form of government and provides a full range of municipal services, including public safety, public works, utilities, planning, and parks. The City Administrator is responsible for managing day-to-day operations, implementing Board policies, overseeing department heads, and guiding strategic initiatives. Work Details The selected firm will be expected to provide the following services: - Develop a candidate profile and recruitment timeline; - Develop and execute a comprehensive recruitment strategy, including targeted advertising and outreach; - Actively recruit and screen candidates to ensure a qualified and diverse applicant pool; - Present a list of recommended candidates with résumés, credentials, and preliminary evaluations; - Assist in coordinating interviews, reference checks, and background screenings; - Provide professional guidance throughout the selection process to support the Board’s final decision. Period of Performance The contract will be performed from the date of award until the successful placement of the City Administrator, with specific timelines for each phase outlined in the proposal. Place of Performance Services will be performed primarily in Siloam Springs, Arkansas. Bidder Requirements Respondents should demonstrate successful experience in recruiting City Administrators or similar executive-level municipal positions preferably in similar size to Siloam Springs. Knowledge of local government operations, organizational structures, and executive leadership competencies is required.
