Request for Qualifications (RFQ): MPCC Investigator Source List

The Military Police Complaints Commission of Canada (MPCC) is calling for Requests for Qualification (RQ) from suppliers to become pre-qualified to be on a Source list for Investigation Services. The MPCC is committed to diversity and inclusion. We welcome all applicants and strongly encourage candidates from an Employment Equity designated group (i.e. Indigenous Peoples, Persons with Disabilities, Visible Minorities or Women). Contractors are invited to submit responses (submission on how investigator criteria is met) to this RQ in order to participate in subsequent traditional competitive procurement processes. Only Requests for Qualification received before April 14, 2026 at 2 p.m ET will be considered for this Source list. The Security Requirements for this project are identified in Annex E to this tender. Process: Step 1 – Apply to pre-qualify for Source List Suppliers (including individual investigators) who wish to participate in the future traditional competitive processes are being asked, for each of their proposed investigator resources, to submit by the date and time specified above: • An updated CV; and • Completed Annex B (technical evaluation criteria) that demonstrates how the proposed investigator meets the minimum requirements; • Security clearance information; • Supplier contact information; • Completed and signed Annex C: Non-disclosure Agreement • Completed and signed Annex F: Entity Form Suppliers’ investigator resources will be evaluated and those who have met the mandatory technical evaluation criteria will be invited to a validation interview to assess the language requirements and to confirm qualifications and will then be registered on the Source List if they pass. The qualified investigators will then be invited to attend an MPCC investigative training session on a priority basis. This invitation will be prioritized at the discretion of the MPCC and based on the upcoming investigation needs, associated success factors outlined above and operational imperatives. Step 2 – Bid on individual contracts Supplier investigator resources whose skills, experience and background match the unique characteristic of the respective investigation will be invited via e-mail to participate in small traditional competitive process for requirements below the Canada Korea Free Trade Agreement threshold. The current CKFTA threshold for 2025-2026 is $100,000 and subject to periodic adjustments every 2 years. Requirements below the $40,000 delegation and in line with Treasury Board Directive on the Management of Procurement could be directed to a single supplier at the discretion of the MPCC. Note: Subsequent traditional competitive requirements may contain additional evaluation criteria. MPCC will evaluate responses from invited suppliers and make a recommendation for contract award. Note: The MPCC may periodically renew its industry engagement and pre-qualification process to • Update existing suppliers • Inform new potential suppliers as to MPCC requirements • Refresh MPCC knowledge of the investigative services marketplace 2. Conditions 2.1. Nature of the Request for Qualifications This is not a bid solicitation but an opportunity for suppliers to present to the MPCC qualified investigators for consideration for future traditional competitive processes. This RQ will not result in the awarding of any contract. The procurement of any services identified in this RQ will not necessarily follow this RQ, as the MPCC reserves the right to cancel or modify any of the preliminary requirements described herein. 2.2. Response Costs MPCC will not reimburse any respondents or any of its representatives for any overhead, costs or expenses incurred in participating in or responding to any part of this RQ. 2.3. Treatment of Responses • Use of Responses: Responses will be formally evaluated and included as reference against future traditional competitive requirements. MPCC will review all responses received shortly after the closing date. • Review Team: A review team composed of MPCC representatives will review the responses. MPCC reserves the right to hire any independent consultant, or use any government resources that it considers necessary, to review any response. • Confidentiality: Respondents should mark any portions of their response that they consider proprietary or confidential. MPCC will handle the responses in accordance with the Access to Information Act. • Follow-up Activity: MPCC will evaluate the qualification of the proposed investigators against the technical evaluation criteria. MPCC may, at its discretion, contact any supplier to follow up with additional questions or for clarification of any aspect of a response. • Suppliers will be notified if their proposed investigator resource meets or does not meet the minimum technical evaluation criteria. 2.4. We ask that suppliers avoid contacting other MPCC personnel directly about their service offerings as they will be directed to the Contracting Authority. 3. Submission of Responses Suppliers wishing to respond should refer to Annex B – technical evaluation criteria and published documents posted on Canada Buys for specific submission requirements: a) Time and Place for Submission of Responses: Respondents should send responses electronically to Julianne Dunbar at commission@mpcc-cppm.gc.ca by the closing date. b) Responsibility for Timely Delivery: Each respondent is solely responsible for ensuring its response is delivered on time, in the right format and to the correct location, in accordance with the submission requirement Additional details for this RFQ This Request for Qualifications (RFQ) is not a bid solicitation. This RFQ will not result in the award of a contract. Its purpose is solely to establish a list of pre qualified suppliers who demonstrate that they meet the qualifications, experience, and technical requirements. Being pre qualified under this RFQ does not constitute a contract with the MPCC/CPPM, nor does it guarantee that any supplier will receive work or future contracts. Future work, if any, will be issued only through separate contracting processes, to be initiated at the sole discretion of the MPCC/CPPM, and will be subject to their own terms, conditions, and applicable Government of Canada policies at the time of issuance. Compliance Requirements Suppliers qualifying under this Request for Qualifications will be required, at future contract award stage, to comply with all applicable Government of Canada policies and legislation. These include, but are not limited to, the Accessible Canada Act, the Policy on Green Procurement, the Treasury Board’s Code of Conduct for Procurement, the Fighting Against Forced Labour and Child Labour in Supply Chains Act, and the Privacy Act. Detailed policy requirements will be provided in subsequent contracts issued to qualified suppliers.
