The Federal Bureau of Prisons is soliciting proposals for a firm-fixed unit price, Indefinite Delivery, Indefinite Quantity contract to provide Residential Reentry Center (RRC) and Home Confinement (HC) services for male and female federal offenders. The RRC facility must be located within the city limits of Raleigh, North Carolina, with a Home Confinement service radius extending 200 miles from the facility. The contract structure consists of a one-year base period with four subsequent one-year options. A mandatory minimum of 44 beds, consisting of 34 male and 10 female beds, is required for in-house services. The contractor must ensure the facility is fully operational within 120 days of the award. Proposals are evaluated based on a best-value determination where non-price factors, specifically past performance and technical/management capabilities, are significantly more important than price. Technical evaluations prioritize in-house RRC services over home confinement, focusing on site suitability, community relations, and accountability programming. Offerors must submit three separate PDF volumes covering technical/management, business, and past performance information. Key requirements include strict adherence to safety, zoning, and environmental laws, the submission of a Personnel Resources Plan, and compliance with cybersecurity attestations and the Prison Rape Elimination Act of 2003. Performance is monitored through BOP inspections, and the government reserves the right to withhold payment for inadequate performance as outlined in the Performance Summary Table.
