Health Canada intends to award a contract to MaaTRx Inc. for access to a responsive, web-based risk assessment tool designed to support the identification and management of drug shortages through quantitative evaluation of drug criticality and vulnerability. The tool, based on the proprietary MaaTRx platform, will provide Health Canada employees with real-time access to data-driven risk assessments that measure the clinical importance of drugs (criticality) and the likelihood of shortages (vulnerability), using clinician input and predictive modeling incorporating Canadian drug shortage history, supply chain factors, and market dynamics. The platform will present this information alongside additional drug details such as Anatomical Therapeutic Chemical (ATC) classification, years on market, and number of manufacturers. The contract is set for a one-year base period from March 23, 2026, to March 22, 2027, with two optional one-year extensions, at an estimated total value of $180,000 CAD excluding taxes. This contract is awarded on a sole-source basis under the Government Contracts Regulations exception subsection 6(d), as MaaTRx Inc. is deemed uniquely capable of delivering these specialized services. The procurement focuses on compliance with essential functionality rather than competitive pricing and includes no standard FAR clause alternates or physical deliverables, as the product is a digital platform accessed remotely within the National Capital Region. Health Canada will conduct virtual inspection and acceptance to verify that the tool meets stipulated performance criteria, including continuous updates, secure real-time access, and rigorous quantitative scoring methodologies. The award incorporates provisions for intellectual property ownership by the contractor and is subject to Canadian and international trade agreements, including CFTA and CCFTA. Offerors were invited to submit statements of capability by March 9, 2026, with contract oversight and communications managed through designated Health Canada contacts.

Health Canada has a requirement for access to information products to support the determination of shortage risk for drugs and the maintenance CVDL. We require that these information products provide us data and risk assessments showing the likelihood that a shortage of a drug would cause harm (criticality) and the likelihood of a drug going into shortage (vulnerability). The data must be on a web platform that can be accessed by Health Canada employees.
