RFP 27-10 Administration of HTA's Visitor Experience Programs

The Hawaii Tourism Authority, under the Department of Business, Economic Development, and Tourism, is seeking proposals from qualified firms to provide administrative support services for the statewide implementation of four visitor experience programs during the 2027 calendar year. These programs include Kūkulu Ola, Community Enrichment, Signature Festivals and Events, and Sports Tournaments and Events. All selected services must be executed in strict alignment with the established guidelines of each program to ensure tourism is managed sustainably and consistently with community desires, economic goals, cultural values, and the preservation of natural resources. This solicitation, identified as RFP 27-10 with solicitation number P27000314, requires responses by September 17, 2026. The resulting contract will be governed by the AG-008 103D General Conditions, which establish the legal framework for the agreement, including mandates on nondiscrimination, confidentiality, audit rights, and indemnification.
