RFP 27-10 Administration of HTA's Visitor Experience Programs

The Hawai‘i Tourism Authority (HTA), under the Department of Business, Economic Development, and Tourism, is soliciting proposals for the administration of its visitor experience programs for calendar year 2027. The selected contractor will provide administrative support for four specific programs: Kūkulu Ola, Community Enrichment, Signature Festivals and Events, and Sports Tournaments and Events. Key responsibilities include managing fair and transparent procurement processes for these projects, maintaining a master contract register, and delivering statewide outreach through one virtual session and six mandatory in-person informational sessions across O‘ahu, Kaua‘i, Maui, Moloka‘i, ‘Hilo, and Kona. The estimated period of performance runs from October 1, 2026, to March 31, 2028, and the contractor must maintain a physical office in Hawai‘i. The total contract value is capped at a maximum of 6,100,000 USD, with 5,500,000 USD specifically designated as award funding for the visitor experience programs. Proposals are evaluated based on a point system focusing on experience and qualifications, the quality and feasibility of the proposed work plan, and price reasonableness. Submission requires a comprehensive package including a budget plan, corporate resolution, and certifications of non-debarment and vendor compliance. All deliverables are subject to HTA acceptance and must comply with the AG-008 103D General Conditions and ADA accessibility standards.
