RFP # 27-SCPS-006 RE: Sublet Services

Stafford County Public Schools is soliciting proposals under RFP 27-SCPS-006 to establish term contracts for as-needed sublet vehicle repair services for approximately 1,200 County-owned vehicles, including passenger cars, light-duty trucks, sheriff vehicles, and heavy-duty buses. The scope of work encompasses a wide range of services, including engine installation, electrical diagnostics, brake and suspension repair, HVAC service, and body and collision work. The contract runs from the date of award through June 30, 2027, with options for six additional one-year renewals. Price increases for renewals are capped by the CPI-W for other services, and the agency maintains the right to extend the contract for up to 180 days. Proposals are due by October 14, 2026, at 2:00 p.m. local time and must be submitted electronically via email or the eVA portal. Award selection is based on competitive negotiation, with evaluation weighted toward the offeror's plans or methodology (40%) and qualifications and experience (30%), while price is considered but not the sole determining factor. Successful contractors must utilize new, OEM, or national brand parts, employ personnel licensed under the Code of Virginia, and adhere to a zero-defect quality standard. Requirements include maintaining specific workers' compensation and employer's liability insurance and complying with Virginia Occupational Safety and Health standards. All work must be approved via a purchase order prior to commencement, and preference is given to vendors available six days a week.
