RFP - Integrated Service Management

Fermi Forward Discovery Group, LLC, operator of Fermilab for the U.S. Department of Energy, is seeking a contractor to provide Integrated Service Management in support of workforce logistics at the Sanford Underground Research Facility in Lead, South Dakota, primarily for the Long Baseline Neutrino Facility and Deep Underground Neutrino Experiment. The resulting acquisition is a single-award Indefinite Delivery/Indefinite Quantity subcontract with a base year and four one-year option periods, spanning from July 15, 2026, to July 14, 2031. The scope requires essential housing coordination services using commercially available resources, with optional transportation and parking support services. Proposals must demonstrate the ability to manage housing arrangements without establishing government housing programs, lease commitments, or financial obligations for the government, as occupancy costs are paid directly by individuals. While standalone housing proposals are acceptable, integrated solutions coordinating all three services under a centralized management framework are preferred to enhance operational efficiency. The contractor must furnish all necessary personnel, equipment, vehicles, systems, administration, and resources to deliver services in alignment with performance requirements, including compliance with FMCSA, DOT, OSHA, and winter operations safety standards. Pricing is structured under Firm-Fixed-Price and Firm-Fixed Unit Price arrangements, and proposed costs must encompass all labor, supervision, management, overhead, profit, and operational expenses, excluding housing rental fees paid by occupants. Proposal submissions must be divided into three parts: a technical proposal detailing organizational structure, transition approach, and service delivery methodology without pricing; a past performance section; and a completed pricing schedule. Evaluation will be based on a best value tradeoff process where technical capability and past performance are significantly more important than price, with housing management capability serving as a mandatory pass/fail gate. Proposals must comply with applicable Federal Acquisition Regulation clauses including those on trafficking in persons, employment eligibility verification, limitations on pass-through charges, Buy American requirements, rights in proposal data, and export control. Offerors must be registered in SAM.gov, complete Subcontractor Annual Representations & Certifications and proposal-specific certifications, and affirm they are not debarred or suspended. All submissions must be sent electronically by June 1, 2026, to the designated point of contact, including proper labeling and, if applicable, proprietary markings.
