RFP - SCHOOL - BASED INCREDIBLE YEARS

The County of San Diego is soliciting proposals under RFP 13367 for the delivery of School-Based Incredible Years programming. The selected contractor will provide administrative and direct behavioral health services, specifically outpatient diagnostic and treatment services and Specialty Mental Health Services for Medi-Cal clients from preschool through third grade. The program aims to enhance social-emotional competence, improve academic readiness, and reduce aggressive behavior using the Incredible Years evidence-based practice curriculum. Performance is governed by the SchooLink Manual and requires the contractor to provide evening appointments at least once per week per clinic site and coordinate closely with school partners. The contract features an initial one-year term beginning July 1, 2027, with four optional one-year extensions through June 30, 2032. Payment is based on established County rates per the DHCS Specialty Mental Health Services Medi-Cal Billing Manual, with ancillary payments capped at 150,000 dollars for new providers and 75,000 dollars for incumbents. Award decisions are based on best value, evaluating mandatory minimums, program approach, organizational capability, cost reasonableness, and acceptance of terms. Contractors must maintain a compliance program meeting 42 CFR 438.608 standards and adhere to strict non-discrimination and confidentiality regulations, including the Katie A. Settlement Agreement.
